System operator licensee
(TSO)
The holder of the system operator license (TSO) will provide to every party having access to the system the following basic services:

1.To take any and all actions required for ensuring the balance between consumption and source (supply) in the transmission system:
- to prepare plans for ensuring the daily balance of the inter-cooperating natural gas system;
- to take daily operative actions to ensue the balance of the system using the sources of natural gas provided by parties having access to the system, and, if there is a shortage of gas in the system, using the TSO license holder’s own sources;
- to manage, administer and settle accounting for the balancing gas throughput;
- to plan and order various actions aiming at limitation or interruption of gas consumption required for ensuring the balance of the system, as well as to coordinate the implementation of such actions in accordance with Decree 111/2003 (VII. 29).
2. To receive and process nominations for the transmission system.
3. To identify and allocate natural gas quantities to be managed (received and/or delivered) at the inlet and outlet points of the natural gas transmission system for the partners having access to the system, in cooperation with the operators of inter-cooperating systems.
4. To prepare the preliminary then the final quantity and financial settlement or accounting, including the additional charges for nomination deviation and balancing, and to send the relevant documents to the contractual partner.
5. To develop and ensure operability of the information platform supporting the transmission system.
6. To provide the basic data supply services as described in the Business and Commercial Code.
7. To coordinate development proposals regarding the inter-cooperating natural gas systems.
TSO services will be available and used only if the relevant contract is in effect.
Partners having access to the system are entitled for using the basic services provided by the TSO license holder against the payment of the transmission tariffs and charges as specified by separate laws and subject to the applicable tariff rules. The said tariff does not include the costs of purchasing and selling the so-called system regulation gas, as well as the additional tariffs and charges payable for nomination and balancing. In case the holder of the transmission and TSO license has no direct contractual relation in place with the relevant consumer, then the TSO license holder will be entitled to claim for its costs pursuant to a separate system regulation (TSO) contract.
The contracting parties shall enter into an agreement on any and all optional services other than the so-called basic services in accordance with the Business Code of the TSO license holder.
